Universal Declaration on Education For All, 1990

In 1993 representatives from 150 government and non-governmental organizations and delegates from 155 countries agreed at the “World Conference on Education for All” in Jomtien, Thailand to make primary education compulsory and accessible to all children. The participants also adopted a World Declaration on “Education for All” which re-endorsed the idea of education as fundamental human rights and recommended countries to take all necessary actions to meet the basic learning needs of everyone.

 Salamanca Statement, 1994

In June 1994 representatives from 92 countries and 25 International organizations got together for a “World Conference on Special Education” in Salamanca, Spain the Salamanca Statement and Framework for action indicates that the

• Education for All (EFA) cannot be achieved without the inclusion of children with special needs and other marginalized children.
• The best way for their inclusion is to enroll them in neighboring regular schools instead of regular Schools.

The framework of action for that urges that pre and in-service teachers training should address the provision of inclusive education.

 Millennium Development Goals, 2000

 The MDGs are the outcomes of the Millennium Summit 2000 that was attended by 23 International organizations and 193 UN member states. There are eight international development goals agreed by member states to get achieved by 2015 in developing countries. The MDGs include:

 Eradicate extreme poverty and hunger; achieve universal primary education; promote gender equality, and empowering women; reducing child mortality rates; improve maternal health; combating HIV/AIDS, Malaria, and other diseases; ensuring environmental sustainability; and developing a global partnership for development.

 The 2nd MDG “Universal Primary Education” is further divided into three targets:

1. Increase in enrollment at primary level
2. Decrease the dropout of the children at the primary level.
3. Provision of quality education to all children.

United Nation Convention on Rights of Child, 1989

The convention on the Rights of the Child (CRC) is based upon four main principles: Non-discrimination, the Best Interest of the child, Survival, and Development, and children’s participation. As per article 23 UNCRC, “States parties recognize and that is the mentally or physically disabled child should enjoy a full and decent life, in conditions which ensure dignity, promotes self-reliance and facilitate the child’s active participation in the community”. Article 28 states that the state parties should ensure the right of the child to education based on equal opportunity. They shall make primary education compulsory and free for all.

UNCRPD was introduced in 2006 and was ratified by the different governments in 2011. The right to Inclusive education is protected through different Articles of the Country.  In realizing this right state parties shall ensure that:

• Persons with disabilities are not excluded from the general education system based on disability.
• A person with disabilities can access an inclusive, quality, and free primary education and secondary education on an equal basis with other and communities in which they live.
• A person with a disability is a receive the support required over than the general education system to facilitate their effective education

 Conclusion

Based on the above discussion, we can sum up that different Countries have made commitments to provide free and compulsory primary education to all children without any discrimination. Department of Education is the custodian which has been given the responsibility for the provision of education at the grassroots level. It means that many Governments of the countries can fulfill their commitment only if teachers and educators ensure that no child in the catchment area of the school is out of the school due to any reason.

We also need to understand that bringing children with disabilities due to regular schools doesn’t necessarily mean that it is a burden for the teachers. This is a prime responsibility of the teachers and the basic right of a child.

1. Vision

“Good business leaders build a vision, express the vision, embody the vision with passion, and drive it to completion without yielding.” – Jack Welch

Great leaders have a vision. They’re able to see the future. We have a straightforward, exciting vision of where they’re going and what they’re trying to achieve, and are outstanding at strategic planning. That consistency separates them from managers. Having a clear vision transforms the individual into a particular type of person. This vision quality transforms a “transactional manager” into a “transformation leader.” While the job is done by a manager, great leaders tap into their employees ‘ emotions.

2. Courage

“Courage is rightly considered the foremost of the virtues, for, upon it, all others depend. ” –Winston Churchill

One of the strong leader’s most important qualities is bravery. Having the quality of courage means you’re willing to take risks with no assurance of success in achieving your goals. Because there is no certainty about life or business, any commitment you make and any action you take involves some kind of risk. Among the seven qualities of leadership, courage is the outward trait that is most recognizable.

3. Integrity

“With integrity, you have nothing to fear, since you have nothing to hide. With integrity, you will do the right thing, so you will have no guilt.” Zig Zig Ziglar

The first value that all the collected executives agree on for their company is integrity in every strategic planning session that I have conducted for large and small corporations. We all agree on the value of total honesty, both internally and externally, in everything they do. Truthfulness is the core of Integrity. Integrity demands that you always tell the truth in every situation, to all people. Truthfulness is the founding quality of confidence that is important for any company to succeed.

4. Humility

Modesty’s getting results. Larry Bossidy, Honeywell’s former CEO and author of the book Execution explained why leadership qualities, such as modesty, make you a more effective leader:

“The more you can contain your ego, the more realistic you are about your problems. You learn how to listen, and admit that you don’t know all the answers. You exhibit the attitude that you can learn from anyone at any time. Your pride doesn’t get in the way of gathering the information you need to achieve the best results. It doesn’t keep you from sharing the credit that needs to be shared. Humility allows you to acknowledge your mistakes.” Larry Bossidy

Those who are solid and aggressive but also humble are great leaders. Humility doesn’t mean you’re weak or insecure about yourself. It means you have the confidence and self-awareness to recognize other people’s worth without feeling threatened. This is one of the rarer attributes of good leaders or traits because it requires one’s ego to be contained. This means you’re willing to acknowledge that you might be incorrect, that you may not have all the answers. And it means you give credit where credit is due which a lot of people are failing to do.

5. Strategic Planning

“Strategy is not the consequence of planning, but the opposite: it’s the starting point.” Henry Mintzberg

Great leaders at strategic planning are outstanding. It’s another of the more important characteristics of leadership. You have the ability to look ahead, to predict where the business and the markets are heading with some accuracy.

Leaders should predict patterns well ahead of their rivals. They continually ask, “Where’s the market going on based on what’s happening today? Where would it be in three months, six months, a year, and two years?” By careful strategic planning, they do this. Only the leaders and companies that can reliably predict potential markets will possibly survive because of the rising competition. Just foresighted leaders will benefit from the “first-mover advantage.”

6. Focus

“Successful people maintain a positive focus in life no matter what is going on around them. They stay focused on their past successes rather than their past failures, and on the next action steps they need to take to get them closer to the fulfillment of their goals rather than all the other distractions that life presents to them.” – Jack Canfield

Leaders always focus on the company’s needs and the situation. Leaders concentrate on performance, what has to be done by themselves, others, and the business. Great leaders are concentrating on strengths, in themselves and in others.

We concentrate on the organization’s assets, the things the company does best to please challenging clients in a competitive marketplace. Your ability as a leader to call the shots and ensure everyone is concentrated and focused on the most effective use of their resources is important for the company’s excellent performance.

7. Cooperation

If your imagination leads you to understand how quickly people grant your requests when those requests appeal to their self-interest, you can have practically anything you go after.” Napoleon Hill

Your ability to get everyone to cooperate and come together is key to your success. Leadership is the ability to get people who want to work for you.

The 80/20 rule applies here:

Your twenty percent contribute 80 percent of your results. Your ability to select these people and then work well with them on a daily basis is essential for the organization to function smoothly. Gain the support of others by making every single day a commitment to get along well with every key person. When it comes to a job you always have a choice: You can do it yourself, or you can get someone else to do it for you. Which one would it be?

Effective leaders are good communicators as well

The ability to speak effectively and persuasively is another important trait which the best leaders strive to perfect. In fact, in their own businesses, many tend to practice public speaking until they are ready to branch out into professional paid speaking gigs. While speaking out in front of crowds is a top fear for most of us, conquering this fear is what makes a good leader a great leader. If you’re able to surmount your fear of speaking and start leading more efficiently, just take the first step and the rest will become history.

Outstanding leaders lead by Example

For the most part, leaders are thinking about good leadership qualities and how to apply them daily. They also know that to truly win the will of their followers they must lead by example. The big attribute of good and great leaders is their willingness to stick to this idea.

The prevailing characteristic of big leaders is that most of the time they are thinking about the future. We are worried about where they are going instead of where they were. They cultivate a positive attitude and think about tomorrow’s possibilities instead of concentrating on past issues. Only about 10 percent of people have this forward-looking quality. This small percentage includes all different kinds of movers, shakers, businessmen, company owners, top salespeople, designers, performers, and producers.

You have to practice “idealization” in every area of your life, to think like a leader. To make the most of the use of idealization, you can begin by imagining that you have absolutely no limits to what you can be, do or have. Imagine having all of the time and money you need for a moment. You’ve got all the information and the skills, talent, experience, contacts, and friends. You are a “no-limit” person who is capable of doing anything you really put your mind to. If you were the best professional business person you could possibly be, what specific characteristics of expertise, abilities, and leadership would you have built to a high standard?

You can then apply this process to your family, your economy, and your physical health as you continue the practice of idealization. If, in any way, your family life was great, what kind of lifestyle would you live? And if your financial situation were perfect, how much money would you have at the bank, and how much would you receive every month and every year from your investments? And if your physical health and fitness rates were perfect, how far would you be from today? Once you start developing leadership qualities, you start engaging in what’s called “long-term thinking.”

Great Leaders Must Maintain A Positive Attitude

Top individuals possess a positive attitude and are long-term thinkers. Regular thinkers just think of the moment and instant gratification. Yet major leaders are talking about where they want to be in five and ten years, and what they need to do every hour of each day to make their ideal future a reality. Great leaders inspire us because they are inspired by themselves, their mates, clients, colleagues, and even their kids. They’re excited about the possibility of making their own exciting future.

They get up every morning and see every effort they make as part of a great plan with their lives to accomplish something wonderful and push forward with a positive attitude. When they write a new novel, they realize that each page they’re writing is a step closer to their target. They even focus on the good that will come out of it when progress comes slowly, rather than dwelling on the sense of foreverness.

Officials are positive. In everything that happens, positive or negative, they see possibilities and potentialities. They in every situation and in every person are searching for the positive. We are looking for the valuable lessons of every question or setback. I never suffer “failures,” but write them down as “experiences of learning.” Most of all, great leaders in every area of their lives have a sense of meaning and purpose. They have specific goals and plans written which they work on every day. Leaders are clear where they’re headed, and what they’re going to have to do to get there. Their behavior is purposive and goal-driven. As a result, they achieve five to ten times as much as the average person who works with little concern for the future from day today.

The Best Leaders Take Responsibility For Themselves

One of the most important qualities of leadership is that of recognizing personal responsibility.  Leaders never grumble, they never demonstrate. They are making progress, instead of making excuses. They say to themselves when they have a failure or difficulty: “I am responsible! I am accountable! I am liable!” Great leaders see themselves as victors in circumstances rather than as victims.

When something goes wrong we do not accuse or blame anyone. We focus instead on the answer, on what to do.
Leaders are intensely focused on practice. We are in constant motion. They’re trying something, and then something else, and then again. They’re never giving in.

Leaders, at last, have dignity. We always tell the truth. They deal with themselves in truth and we live with others in reality. It’s a massive responsibility to accept leadership. It is both terrifying and uplifting. When you decide to become a leader in your life, you throw off the shackles of fear and dependence that hold back most people and adopt a positive attitude towards life. You devise your own future with your own hands. You are putting yourself on the road to becoming all that you can become.
